Subject: Another possibility


This is a longshot but here goes, it could be a totally different piece of software you downloaded a while ago that had the chrome checkbox ticked and whenever this software gets updated it brings back chrome. I would put Flash player in the list of usual suspects, find the offending software, uninstall it then re-install making sure the checkbox is left blank.
I could be way out in left field on this one but that's my theory.
